Public Notices

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the Sacramento District under the Regulatory Program are posted on this page. Once a public notice is available on-line, an email notification is sent to individuals on the appropriate mailing list.

Comments are due by the expiration date of the public notice.  Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

  • SPK-2001-00121, Public Notice of Permit Application for the South Delta Temporary Barriers, San Joaquin County, CA

    Expiration date: 9/5/2022

    Summary: California Department of Water Resource has applied for a permit discharge dredged or fill material and/or work in approximately 1.48 acres of waters of the United States to conduct annual installation of three temporary flow-control rock barriers at Middle River near Victoria Canal (MR), Old River near Tracy (ORT), and Grant Line Canal near Tracy Boulevard Bridge (GLC), collectively known as the Ag Barriers. The Ag Barriers are designed specifically for maintaining water levels and circulation within the South Delta to benefit SDWA local agricultural diverters. This is accomplished by trapping water that flows through the flap gates of each barrier on a flood tide. The barriers would be composed of clean rock and include culverts through the barriers. The culverts at the GLC barrier will be removed and replaced once during the permit term and left in place permanently. The barriers would be installed and removed annually using an excavator and a barge or truck-mounted crane. If needed for the barriers to operate properly, sediment deposited at the barriers during high flows would be removed from the barrier proximity under low flow conditions. Annual installation was approved in 2018 and continues through 2022. This application is to continue the annual installation for the period of 2023 through 2027. The approximately 1.48-acre project site is located at three locations in the Middle River near Victoria Canal, Latitude 37.8857°, Longitude -121.4822°; in Old River near the city of Tracy, Latitude 37.8103°, Longitude 121.5428°; and in Grant Line Canal near the Tracy Boulevard Bridge, Latitude 37.8199°, Longitude 121.4483°, San Joaquin County, California.

    Westervelt Ecological Services has applied for Department of the Army approval to establish the Zacharias Ranch Mitigation Bank. The approximately 571-acre Bank property is located on Snodgrass Slough, south of Lambert Road and north of Twin Cities Road, Latitude 38.29864°, Longitude -121.5331°, 3 miles north of Walnut Grove, Sacramento County, California.

    Summary: The U.S. Army Corps of Engineers Los Angeles, Sacramento, and San Francisco Districts (Districts) are proposing to issue Regional General Permit (RGP) 1 authorizing activities involving the discharge of dredged or fill material into waters of the United States, including wetlands, and/or work in or affecting navigable waters of the United States for wildfire protection, prevention, response, clean-up, and restoration in the State of California.
