Military Mission

From new hangars to energy-efficient homes, training facilities and infrastructure repairs, the Military Branch of the U.S. Army Corps of Engineers Sacramento District has provided planning, engineering, project management, environmental restoration and construction services to both Army and Air Force installations throughout its area of responsibility. Additionally, the Military Branch performs environmental clean up for Formerly Used Defense Sites and other specified military sites.

NOTICE OF AVAILABILITY
DRAFT ENVIRONMENTAL ASSESSMENT AND DRAFT FINDING OF NO SIGNIFICANT IMPACT FOR THE UTAH DATA CENTER CAMPUS EXPANSION, BLUFFDALE, UTAH

DESCRIPTION: Interested parties are hereby notified that the National Security Agency (NSA) has prepared a Draft Environmental Assessment (EA) and a Draft Finding of No Significant Impact (FONSI) regarding the Proposed Action described below.

STATUTORY AUTHORITY: This notice is being issued to all interested parties in accordance with the National Environmental Policy Act of 1969 (NEPA), as amended (United States Code Title 42, Sections 4321–4347); the Council of Environmental Quality’s regulations for implementing the procedural provisions of NEPA, as amended (Code of Federal Regulations [CFR] Title 40 Parts 1500–1508); Department of Defense Instruction 4715.9, Environmental Planning and Analysis; 32 CFR Part 651, Environmental Analysis of Army Actions; and NSA’s NEPA procedures.

PROPOSED ACTION: The Proposed Action is to expand the Utah Data Center (UDC) Campus to provide amenities and office space for existing personnel, accommodate an increase of personnel, and consolidate the other NSA Utah (NSA-U) locations at the UDC Campus by vacating leases at other existing NSA locations in Utah. The purpose of the Proposed Action is to create a sustainable and efficient campus that is adaptable to mission changes, has resilient infrastructure, and has quality of life opportunities for the UDC staff. The need for the Proposed Action is to support consolidation of the NSA‑U mission at one location, address current infrastructure inefficiencies, provide onsite amenities for personnel, and accommodate expected capacity issues.

PUBLIC REVIEW: The Draft EA and Draft FONSI will undergo a 30-day public comment period from 07 February 2025 through 09 March 2025, in accordance with Section 651.14 of 32 CFR Part 651, Environmental Analysis of Army Actions. During this period, the public may submit comments on the Draft EA and Draft FONSI.
