Public Notices

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the Sacramento District under the Regulatory Program are posted on this page. Once a public notice is available on-line, an email notification is sent to individuals on the appropriate mailing list.

Comments are due by the expiration date of the public notice.  Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

    Westervelt Ecological Services has applied for Department of the Army approval to establish the Hamilton Bend Mitigation Bank. The approximately 180-acre Bank property is located on the east bank of the Sacramento River at River Mile 151, approximately 3.5 miles north of the City of Colusa, 39.27283°, Longitude -122.01599°, in Colusa County, California.

    City of St. George (Attn: Mr. Kade Bringhurst) has applied for a permit to discharge dredged or fill material and/or work in approximately 4.78 acres of waters of the United States to construct a new dam and reservoir. The approximately 82-acre project site is located adjacent to Old Highway 91 on Graveyard Wash and is approximately 1,100 feet upstream of the confluence with the Santa Clara River, Latitude 37.14198°, Longitude -113.6736°, between Santa Clara and Ivins, Washington County, Utah, and can be seen on the Santa Clara USGS Topographic Quadrangle.
  • SPK-2000-00614, Public Notice of Proposed Amendment to Bank Enabling Instrument for Elsie Gridley Mitigation Bank, Solano County, California.

    Expiration date: 7/13/2024

    Wetland Resources, LLC has proposed to amend the existing bank enabling instrument for Elsie Gridley Mitigation Bank, to allow for and guide restoration activities generating mitigation credits within the “Phase 4” (Pasture 6) area of the bank, and to incorporate credit sale without a transfer language, procedures, and templates into the instrument. The approximately 323.05-acre Phase 4 project area of the bank is located in the southern half of Section 1 and the northeast corner of Section 12, Township 5 North, Range 1 East, and the southwest half of Section 6, Township 5 North, Range 2 East, Mount Diablo Base and Meridian, of the Dozier, California U.S. Geological Survey 7.5-minute quadrangle map, Latitude 38.303293°, Longitude -121.809687°, Solano County, California.

    The U.S. Army Corps of Engineers, Sacramento District, will hold a virtual Regulatory Program Workshop on Thursday, June 13, 2024, from 1:30 pm to 4:00 pm. A draft agenda is attached. There is no charge for the workshop, but virtual space is limited to 100 people, with no more than two people attending per organization. Register for the workshop by emailing SPKRegulatoryMailbox@usace.army.mil with the subject line reading “Regulatory Program Workshop” and your name, organization name, email, and telephone number in the body of the message. Your email should be received by June 6, 2024.
