Public Notices

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the Sacramento District under the Regulatory Program are posted on this page. Once a public notice is available on-line, an email notification is sent to individuals on the appropriate mailing list.

Comments are due by the expiration date of the public notice.  Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

    Jim Hatheway, City of Delta, has applied for a permit to place dredged or fill material and/or work in approximately 2.09 acres of waters of the United States to construct an alternate truck route to direct truck traffic around downtown Delta. This project is located near the Gunnison and Uncompahgre Rivers, within Sections 13 and 24, Township 15 South, Range 96 West, Sixth Principal Meridian, City of Delta, Delta County, Colorado, and can be seen on the CO-NORTH DELTA USGS Topographic Quadrangle.

The proposed project is located at the north-west intersection of Bilby Road and the future proposed Big Horn Boulevard, south of Poppy Ridge Road and east of Bruceville Road, in Section 10, Township 6 N, Range 5 E, Mount Diablo Meridian, Latitude 38.38336° North, Longitude 121.40383° West, in the City of Elk Grove, Sacramento County, California, and can be seen on the CA-FLORIN USGS Topographic Quadrangle.

    The U.S. Army Corps of Engineers (Corps), Sacramento District, announces the availability of the Updated National Wetland Plant List (NWPL). The NWPL plays a critical role in wetland determinations under the Clean Water Act and Food Security Act. The 2012 NWPL should be used in any wetland delineations performed after June 1, 2012. The 2012 NWPL may be used in delineations /determinations conducted prior to that date and, for the purpose of clarity and accurate interpretation, should be referenced in delineation reports or regional supplement determination forms.     The U.S. Army Corps of Engineers, Sacramento District (Corps) has issued Regional General Permit 1 (RGP 1) for activities that would cause no more than minimal adverse impacts to the aquatic environment within the Plan Area of the East Contra Costa County Habitat Conservation Plan/Natural Community Conservation Plan.     The California Department of Water Resources has applied for a permit to place dredged or fill material and work in approximately 200 acres of waters of the United States to construct a tidal marsh restoration project. This project is located on Dutch Slough in Section 19, of Township 2 N, Range 3 E, Contra Costa County, California. The applicant is proposing to construct a tidal marsh restoration project to reestablish natural ecological processes and provide habitat to benefit native species.

This project is located about 18.5 road miles southeast of the Town of Gypsum, within the Eagle-Holy Cross Ranger District of the White River National Forest, in Section 9, Township 7 South, Range 84 West, Eagle County, Colorado.

    This Public Notice announces the preliminary intent of the U.S. Army Corps of Engineers, Sacramento District (Corps) to accept funds contributed by the California Department of Water Resources for the Bay Delta Conservation Plan, subject to a series of limitations below: Section 214 of the Water Resources Development Act of 2000 (WRDA 2000, Public Law No. 106-541 111-120) as amended, provides: (a) The Secretary of the Army, after public notice, may accept and expend funds contributed by non-Federal public entities to expedite the evaluation of permits under the jurisdiction of the Department of the Army. (b) In carrying out this section, the Secretary shall ensure that the use of funds accepted under subsection (a) will not impact impartial decision making with respect to permits, either substantively or procedurally. (c) The authority provided under this section shall be in effect from October 1, 2000 to December 31, 2016.
