Public Notices

A public notice is the primary method the Corps uses to advise interested parties of a proposed activity for which a Department of the Army permit is being sought. The Corps solicits comments and information to evaluate the probable impacts of the proposed activity on the public interest. Public notices are also used to inform the public about new or proposed regulations, policies, guidance, or permit procedures.

Public Notices issued by the Sacramento District are posted on this page and can be found on the Corps’ Regulatory Request System (RRS). Once a public notice is available on-line, an email notification is sent to individuals who signed up to receive our public notices.  Comments, which are due by the expiration date of the public notice, should be submitted through the RRS. Only comments submitted through the RRS, by email, or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted. Hard copy comments must be submitted to the address listed in the public notice.

    This Public Notice announces the preliminary intent of the U.S. Army Corps of Engineers, Sacramento District to accept funds contributed by the Salt Lake County Flood Control, Utah, in order to expedite processing of their section 404 permit applications and 408 permission requests.
  • SPK-2009-01213-UO, Notice of Intent to Prepare an Environmental Impact Statement and Notice of Public Scoping Meeting, East Tailings Expansion Project, Salt Lake County, UT.

    Summary: Kennecott Utah Copper LLC, Attn: Doug Stauffer has applied for a permit to discharge fill material in approximately 44.86 acres of waters of the United States, including wetlands, adjacent to the Great Salt Lake to construct an additional tailings storage facility for the Bingham Canyon Mine and to improve seismic stability of the east slope of the historic South Tailings Impoundment. The approximately 539-acre project site is located approximately ten miles west of Salt Lake City, near Magna, Salt Lake County, Utah. The approximate location of the project is Latitude 40.7579º North and Longitude -112.0690º West and can be seen on the Magna USGS Topographic Quadrangle.

    Great Salt Lake Brine Shrimp Cooperative, Inc. has applied for a permit to discharge dredged material in approximately 55 acres of waters of the United States to maintain the Promontory Harbor and access channel. The approximately 93.5-acre project site is located on the south edge of Promontory Point along the Great Salt Lake, Latitude 41.19692°, Longitude -112.41886°, Box Elder County, Utah, and can be seen on the Promontory Point USGS Topographic Quadrangle.
  • SPK-2019-00899, Notice of In-Person Public Workshop Discussing the Proposed Delta Conveyance Project on March 1 in Stockton.

    Summary: The U.S. Army Corps of Engineers Sacramento District will host its fourth public workshop discussing the proposed Delta Conveyance Project on March 1 in Stockton. The 90-minute open house-style workshop will allow the public an opportunity to learn more about USACE’s review of the Delta Conveyance Project, including what the proposed project entails, USACE’s role on the proposed project, and the process USACE follows for assessing permit applications. Attendees will also be able to ask questions to USACE subject matter experts and provide public comments on the Draft Environmental Impact Statement (EIS) that is currently out for public review until March 16, 2023. No formal presentation will be given during the open house workshop. The California Department of Water Resources is proposing to construct new State Water Project water diversion and conveyance facilities in the Delta consisting of two intake facilities on the Sacramento River, a 45-mile-long tunnel section, a pumping plant and surge basin south of Clifton Court Forebay, and a 2.5-mile aqueduct to a new discharge facility at Bethany Reservoir. The Draft EIS analyzes the environmental effects of construction of the entire project and maintenance of the new portions of the levee system.

    The public draft Environmental Impact Statement (Draft EIS) for the Delta Conveyance project was released for public review and comment on December 16, 2022. Recognizing that the document was released just prior to the holidays, we are extending the public comment period an additional 30 days, until March 16, 2023.

    The public draft Environmental Impact Statement (Draft EIS) for the Delta Conveyance project is available for public review and comment from December 16, 2022 through March 16, 2023. Three public meetings to receive comments from the public on the project and the draft document will be held virtually on Tuesday, January 10, 2023, from 9 a.m. to 11 a.m., Thursday, January 12, 2023, from 5:30 p.m. to 7:30 p.m., and Wednesday, January 18, 2023, from 12 p.m. to 2 p.m. Affected Federal, State, regional, and local agencies, Native American Tribes, other interested private organizations, and the general public are invited to participate.

    Summary: The public draft Environmental Impact Statement (Draft EIS) for the Delta Conveyance project is available for public review and comment. This notice is to inform interested parties of the availability of the document and to solicit comments on the project. The California Department of Water Resources is proposing to construct new State Water Project water diversion and conveyance facilities in the Delta consisting of two intake facilities on the Sacramento River between the communities of Hood and Courtland, a 45-mile-long tunnel section, a pumping plant and surge basin south of Clifton Court Forebay, and a 2.5-mile aqueduct to a new discharge facility at Bethany Reservoir. The proposed project would result in permanent impacts to approximately 12.61 acres of wetlands and 6.40 acres of other waters, and temporary impacts to approximately 15.55 acres of wetlands and 6.41 acres of other waters. The proposed project alternatives are within Sacramento, San Joaquin, Contra Costa, and Alameda Counties.

    The U.S. Army Corps of Engineers, Sacramento District, (Corps) has issued Regional General Permit (RGP) 1 for activities that would cause no more than minimal adverse impacts to the aquatic environment within the Plan Area of the East Contra Costa County Habitat Conservation Plan/Natural Community Conservation Plan (HCP/NCCP, or “Plan”).

    Summary: Lennar Communities has applied for a permit to discharge dredged or fill material in approximately 1.05 acres of waters of the United States to construct a residential development. The approximately 67.2-acre project site is located near the Bear River, Latitude 38.99846°, Longitude -121.54135°, within Yuba County, California, and can be seen on the Nicolaus USGS Topographic Quadrangle.

  • SPK-2022-00357, Public Notice of Proposed Cache Slough Mitigation Bank

    Westervelt Ecological Services, LLC has applied for Department of the Army approval to establish the Cache Slough Mitigation Bank. The approximately 350-acre bank property site is located at the confluence of two drainage basins of the Central Valley: the Sacramento and San Joaquin basins (also referred to as the “Delta”). The southernmost reach of Cache Slough conveys floodwaters to the north Delta from the confluence of the Sacramento and Feather Rivers at Fremont Weir via the Yolo Bypass. These flows then reconverge with the Sacramento River and Steamboat Slough along the southeast boundary of the Bank (Figure 2). The bank’s adjacency to these multiple rivers, sloughs, watersheds, and ecoregions within the primary zone of the Legal Delta supports the establishment and crediting of wetland and riparian habitats which may serve as mitigation for impacts across a broad geographic area.
