Public Notices

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the Sacramento District under the Regulatory Program are posted on this page. Once a public notice is available on-line, an email notification is sent to individuals on the appropriate mailing list.

Comments are due by the expiration date of the public notice.  Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

Sacramento District Final Regional Conditions for the 2017 Nationwide Permits for California, Nevada, and UtahSacramento District Final Regional Conditions for the 2017 Nationwide Permits for California, Nevada, and Utah - 3/24/2017: The Sacramento District has finalized Regional Conditions for the 2017 Nationwide Permits (NWPs) for the District boundaries of California, Nevada, and Utah. Response on the Sacramento District request for Section 401 Water Quality Certification has been received from the States of California, Nevada, and Utah, U.S. Environmental Protection Agency (USEPA) Region 9, USEPA Region 8, Navajo Nation Tribe, and Ute Mountain Ute Tribe. To facilitate submittal of information required for a complete pre-construction notification (PCN), the South Pacific Division (SPD) has prepared a PCN checklist, with Attachment 3 for compliance with the Sacramento District Regional Conditions for California, Nevada, and Utah.

SPK-2015-00412, Sykes Pond project, Rio Blanco County, CO - 3/22/2017: Miller Creek-M/R White River Ranch, LLC has applied for a permit to place dredged or fill material in approximately 0.193 acres of waters of the United States to construct an in-channel pond. The project site is located on West Miller Creek, approximately 12 miles southeast of the Town of Meeker, Colorado, within the SE ¼ NE ¼ of Section 14, Township 2 South, Range 93 West, Sixth Principal Meridian, Latitude 39.878346°, Longitude -107.794023°, Rio Blanco County, and can be seen on the CO-VEATCH GULCH USGS Topographic Quadrangle.

SPK-2001-00147, Proposal to Reissue Regional General Permit (RGP) 1 - 3/21/2017: The U.S. Army Corps of Engineers, Sacramento District, proposes to reissue Regional General Permit (RGP) 1 for Minimal Impact Activities, East Contra Costa County, California, for an additional five years, effective on or after May 5, 2017. RGP 1 authorizes activities that would cause no more than minimal adverse impacts to the aquatic environment within the Plan Area of the East Contra Costa County Habitat Conservation Plan/Natural Community Conservation Plan.

The approximately 24-acre project site is located on Stony Creek, Latitude 39.8140299623047°, Longitude -122.332680353159°, Tehama County, California, and can be seen on the CA-BLACK BUTTE DAM USGS Topographic Quadrangle.

This free workshop will focus on the 2017 Nationwide Permits, Colorado Regional Conditions, RGL 16-01, protocols for jurisdictional determinations and aquatic resource verifications, and the new automated data sheets for wetland delineations.
