Natomas Basin - Reach A

The U.S. Army Corps of Engineers (USACE), in partnership with the California Central Valley Flood Protection Board (CVFPB), California Department of Water Resources (DWR) and the Sacramento Area Flood Control Agency (SAFCA), will be constructing 3.5 miles of levee improvements along the Garden Highway levee from Farm Rd to Gateway Oaks Dr. This work is part of the American River Watershed Common Features - Natomas Basin project authorized by Congress in 2014.

Geotechnical engineering analyses have shown that the levees are susceptible to seepage and many portions of the levee have significant landside slope stability and long-term operations and maintenance concerns.

Levee improvements began in 2022 and are expected to continue until 2030. These levee improvements will address identified deficiencies by constructing an adjacent levee to widen the existing levee, installing seepage cutoff walls up to 145 feet deep, constructing landside seepage berms, upgrading pumping plants, and relocating utilities along Garden Hwy.

CONSTRUCTION UPDATE:

  • A west-bound closure of Garden Highway near Shorebird Park is currently active. It is projected to be in place through November 2026.

  • In late June, Garden Highway will be closed in both directions at the Reclamation District 1000 building (1633 Garden Highway) to support levee upgrades around the pumping plant. During this time, all vehicles will be required to use the existing detour. (Orchard to El Camino to Gateway Oaks – shown on map below.) The full closure is expected to remain in place through November 2026.

*Full closure may occur sooner if Sacramento River levels drop low enough to accomplish the work outside the normal in-water work window*

  • Access to local residences and businesses will remain open at all times.

We appreciate your patience and understanding as we work to enhance flood protection for the Natomas Basin.
We will continue to update this page with current information regarding the project and upcoming closures as we obtain details.
