Reducing flood risk in Sacramento

Greater Sacramento, California, is often considered to be the most at-risk region in America for catastrophic flooding, relying on an aging system of levees, weirs and bypasses and Folsom Dam to reduce its flood risk. But that system, just like a chain, is only as strong as its weakest link. Together, the U.S. Army Corps of Engineers, California’s Central Valley Flood Protection Board, California Department of Water Resources, and the Sacramento Area Flood Control Agency have made tremendous progress in reducing the flood risk, but more work remains. Through the Bipartisan Budget Act, the Corps has received full upfront funding to modernize Sacramento's aging flood infrastructure. This allows us to more efficiently implement nearly $1.8 billion in upgrades to Sacramento's flood risk management system. The authorized work includes up to: 13 miles of seepage cutoff walls, 21 miles of bank protection, 5 miles of levee stabilization, 5 miles of levee raises and widening the Sacramento Weir and bypass.

Project Update

  1. The American River Common Features 2016 Project (Project) is a flood risk management project partnership between the Sacramento Area Flood Control Agency (SAFCA), the State of California, Central Valley Flood Protection Board (CVFPB), and the Department of the Army, acting through the U.S. Army Corps of Engineers (USACE). Project features were analyzed for their environmental effects in the American River Watershed Common Features General Reevaluation Report Final Enironmental Impact Statement, Environmental Impact Report (2015 ARCF GRR EIS/EIR), and the Project was authorized for construction by Congress in 2016. Design refinements within the scope of discretion provided by Congress were subsequently made that reduce effects and impacts to environmental resources as identified in the Project’s Supplemental Environmental Impact Statement/Subsequent Environmental Impact Report (Draft SEIS/SEIR), while still delivering the authorized flood conveyance capacity, seepage control, and erosion mitigation requirements for the Project. 
     
  2. Public engagement on the Project occurred through processes mandated by the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), as well as through the Project’s website (www.sacleveeupgrades.com), which is updated regularly. At the local and State level, public engagement also occurred at meetings of the Bank Protection Working Group and Lower American River Task Force at which time technical information about Project features and designs were presented and discussed. The CVFPB and SAFCA continue to engage with the public in these recurring stakeholder forums.
     
  3. Comments received on the Draft SEIS/SEIR during public comment periods applicable to NEPA/CEQA review are presently being considered and addressed in the Final SEIS/SEIR. The public is encouraged to refer to the responses to comments in the Final SEIS/SEIR when published.
     
  4. It is anticipated that the Final SEIS/SEIR, including responses to comments, will be available for public review in the late spring of 2025. 
     
  5. The Record of Decision for the Final SEIS is scheduled to be signed in the early summer of 2025. 
     
  6. The certification for the Final SEIR is expected to occur in the summer of 2025, with adoption consideration by the State of California, Central Valley Flood Protection Board.
     

    The U.S. Army Corps of Engineers, Sacramento District is extending the preparation period to complete the 2016 American River Common Features Project Supplemental Environmental Impact Statement, Subsequent Environmental Impact Report to adequately respond to the large volume of public comments received during the extended comment period.
