Public Notices

A public notice is the primary method the Corps uses to advise interested parties of a proposed activity for which a Department of the Army permit is being sought. The Corps solicits comments and information to evaluate the probable impacts of the proposed activity on the public interest. Public notices are also used to inform the public about new or proposed regulations, policies, guidance, or permit procedures.

Public Notices issued by the Sacramento District are posted on this page and can be found on the Corps’ Regulatory Request System (RRS). Once a public notice is available on-line, an email notification is sent to individuals who signed up to receive our public notices.  Comments, which are due by the expiration date of the public notice, should be submitted through the RRS. Only comments submitted through the RRS, by email, or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted. Hard copy comments must be submitted to the address listed in the public notice.

  • SPK-1901-08562, Public Notice of Permit Application, Lake Las Vegas, Clark County, NV

    Expiration date: 5/25/2023

    Lake Las Vegas Master Association (LLVMA) has applied for Department of Army (DA) authorization to discharge fill material in approximately 4.21 acres of open water below the Ordinary High Water Mark (OHWM) of Lake Las Vegas, elevation 1403’ (Lake Datum), and 6.385 acres of low-quality fringe wetlands. Permanent impacts are proposed to 5.176 acres of the fringe wetlands while 1.209 acres would be temporarily impacted by the proposed development. In total, 6.20 acres of open water would be created for a net gain of 1.99 acres of open water. The low quality, fringe wetlands are expected to re-colonize the littoral zone of the open water that is created for no net loss of these aquatic features. The wetlands impacts located in the areas where native vegetation is the planned shoreline condition, are expected to be temporary from the shoreline establishment. The planting of native vegetation is expected to be of higher functional quality than existing conditions. This development work was previously authorized and had been ongoing since the original permit was approved in March 1989; the permit timeframe had been continuously extended until it lapsed in August 2016. This permit application is seeking after the fact authorization for the work conducted between the permit expiration in 2016 and 2022 when the permit lapse was discovered, the work still needed to complete the shoreline development of the lake, and operations and maintenance activities that have been identified.

    The public draft Environmental Impact Statement (Draft EIS) for the Delta Conveyance project was released for public review and comment on December 16, 2022. Recognizing that the document was released just prior to the holidays, we are extending the public comment period an additional 30 days, until March 16, 2023.

    The public draft Environmental Impact Statement (Draft EIS) for the Delta Conveyance project is available for public review and comment from December 16, 2022 through March 16, 2023. Three public meetings to receive comments from the public on the project and the draft document will be held virtually on Tuesday, January 10, 2023, from 9 a.m. to 11 a.m., Thursday, January 12, 2023, from 5:30 p.m. to 7:30 p.m., and Wednesday, January 18, 2023, from 12 p.m. to 2 p.m. Affected Federal, State, regional, and local agencies, Native American Tribes, other interested private organizations, and the general public are invited to participate.
  • SPK-2022-00357, Public Notice of Proposed Cache Slough Mitigation Bank

    Westervelt Ecological Services, LLC has applied for Department of the Army approval to establish the Cache Slough Mitigation Bank. The approximately 350-acre bank property site is located at the confluence of two drainage basins of the Central Valley: the Sacramento and San Joaquin basins (also referred to as the “Delta”). The southernmost reach of Cache Slough conveys floodwaters to the north Delta from the confluence of the Sacramento and Feather Rivers at Fremont Weir via the Yolo Bypass. These flows then reconverge with the Sacramento River and Steamboat Slough along the southeast boundary of the Bank (Figure 2). The bank’s adjacency to these multiple rivers, sloughs, watersheds, and ecoregions within the primary zone of the Legal Delta supports the establishment and crediting of wetland and riparian habitats which may serve as mitigation for impacts across a broad geographic area.

    Hyde Park City has applied for a permit to discharge dredged or fill material and/or work in approximately 1.2 acres of waters of the United States to extend a section of roadway. The approximately ¾ of a mile project site is located at Wolf Pack Way between 600 South and Hyde Park Lane, Latitude 41.79311°, Longitude -111.83022°, Hyde Park City, Cache County, Utah, and can be seen on the Smithfield USGS Topographic Quadrangle.
  • SPK-2021-00404, Public Notice of Permit Application, Lonetree Apartments, Placer County, CA

    Expiration date: 2/5/2022

    Tekin & Associates, LLC has applied for a permit to discharge fill material in approximately 1.02 acres of waters of the United States to construct a residential community, consisting of high-density apartment units with stormwater treatment areas and associated infrastructure. The approximately 18.13-acre project site is located near Pleasant Grove Creek, Latitude 38.81115°, Longitude -121.2937°, within the City of Roseville, Placer County, California, and can be seen on the Roseville USGS Topographic Quadrangle.

  • SPK-2018-00918, Public Notice of Permit Application/Request for 408 Permission, Tisdale Weir Rehabilitation, Sutter County, CA

    Expiration date: 2/22/2022

    The U.S. Army Corps of Engineers, Sacramento District, (Corps) is evaluating a permit application from the California Department of Water Resources (DWR) (applicant/requester) to implement the Tisdale Weir Rehabilitation and Fish Passage Improvement project, which would result in work in/the discharge of fill material into approximately 4.69 acres of waters of the United States in or adjacent to Sacramento River. In compliance with U.S.C. Title 33, Chapter 9, Subchapter 1, Section 408, DWR has also requested permission from the Corps, through the Central Valley Flood Protection Board (non-federal sponsor of the federally authorized project), to alter the Sacramento River Flood Control Project an existing federal flood risk management project. This notice is to inform interested parties of the proposed activity and to solicit comments.
