Public Notices

A public notice is the primary method the Corps uses to advise interested parties of a proposed activity for which a Department of the Army permit is being sought. The Corps solicits comments and information to evaluate the probable impacts of the proposed activity on the public interest. Public notices are also used to inform the public about new or proposed regulations, policies, guidance, or permit procedures.

Public Notices issued by the Sacramento District are posted on this page and can be found on the Corps’ Regulatory Request System (RRS). Once a public notice is available on-line, an email notification is sent to individuals who signed up to receive our public notices.  Comments, which are due by the expiration date of the public notice, should be submitted through the RRS. Only comments submitted through the RRS, by email, or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted. Hard copy comments must be submitted to the address listed in the public notice.

  • Special Public Notice, Approval of Special Emergency Processing Procedures in the States of California, Nevada, and Utah in accordance with 33 CFR § 325.2(e)(4) and Executive Order 14156, Declaration of Energy Emergency, issued on January 20, 2025.

    The purpose of this notice is to advise the public that the U.S. Army Corps of Engineers, South Pacific Division, has approved the Sacramento District to use special emergency processing procedures in the States of California, Nevada, and Utah in accordance with 33 CFR § 325.2(e)(4) and Executive Order (E.O.) 14156, which was issued on January 20, 2025 under the President’s legal authorities, including the National Emergencies Act (50 U.S.C. 1601 et seq) and section 301 of title 3, United States code. The special emergency processing procedures have been established pursuant to Sec. 4 of E.O. 14156 for activities associated with the identification, siting, production, transportation, refining, and generation of domestic energy sources, including energy infrastructure, that require Department of the Army authorization under Section 10 of the Rivers and Harbors Act (RHA) of 1899, Section 404 of the Clean Water Act (CWA), and/or Section 103 of the Marine Research, Protection, and Sanctuaries Act (MRPSA) of 1972, as amended, and alterations of a USACE civil works project under 33 U.S.C. 408 (Section 408).
