Public Notices

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the Sacramento District under the Regulatory Program are posted on this page. Once a public notice is available on-line, an email notification is sent to individuals on the appropriate mailing list.

Comments are due by the expiration date of the public notice.  Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

This workshop will focus on the Mitigation Rule, including an update on the mitigation banking program, an overview of the mitigation rule at 33 C.F.R. 332, and an introduction to the Regulatory In-Lieu Fee and Bank Information Tracking System (RIBITS).  Updates will include an overview of mitigation practices, such as avoidance and minimization prior to compensatory mitigation, as well as ways to use RIBITS to inform compensatory mitigation planning.  The workshop will also cover the current procedures for advance mitigation proposals.

The Sacramento District holds the Regulatory Program Workshop in Sacramento quarterly to provide the public with information about Corps’ permit requirements and updates on program execution in the Sacramento District.  The workshop is open to interested parties including the regulated public, consultants, environmental organizations, and Federal, state and local agencies.  The July 31, 2020, workshop will be held via webinar, with details to be provided at a later day.  Similar workshops are held less frequently in other locations in the Sacramento District’s area of responsibility, including Bountiful, Utah and Grand Junction, Colorado.
