    Formula for winter reservoir management more complicated than it appears

    With the rainy season upon us, the U.S. Army Corps of Engineers Sacramento District is buckling down to ensure the Central Valley’s reservoirs are ready for whatever the season may or may not bring. While water management is a year-round responsibility, the winter months bring with them especially tough challenges for the Corps in maintaining the delicate balance of flood risk reduction and water supply.

    The American Society of Civil Engineers Sacramento Section awarded their 2016 Charles S. Pope Construction Award to Sacramento District’s Mega Project Center Director David Thomas last week for his work leading the Joint Federal Project in Folsom, California.

    The Pathways Program has three sections: Internship Program for current students; the Recent Graduates Program for people who have recently graduated from qualifying educational institutions or programs (2 years from the date the graduate completed an academic course of study); and the reinvigorated Presidential Management Fellows (PMF) Program for people who obtained an advanced degree (e.g., graduate or professional degree) within the preceding two years. These programs, collectively the Pathways Programs, are streamlined developmental programs tailored to promote employment opportunities for students and recent graduates in the Federal workforce.

    There is a tremor in the workforce. With a swell of retirement-eligible baby boomers leading the U.S. Army Corps of Engineers, a new band of heroes face a stiff challenge to quickly transform into future leaders of our nation’s premier public engineering agency. A collection of young professionals born from 1981-1996, millennials hold a cosmic cloud of information at their fingertips and are finding a new “Pathway” to success, designed to make them the most well-trained decision makers the Corps has ever seen.

    A large-diameter auger is used to excavate contaminated soil near building 258, located in the main garrison area of Fort Hunter Liggett, Calif., April 2, 2013. The excavation is part of an environmental remediation project at the installation managed by the U.S. Army Corps of Engineers Sacramento District. The excavated soil will be stockpiled outside of the main garrison area, spread by tractor to a thickness of several feet and tilled regularly as part of a cleanup method called ‘landfarming,’ which uses the power of the sun to naturally heat the soil and evaporate contaminants such as gasoline.

    At Fort Hunter Liggett, Calif., the largest U.S. Army Reserve post in the nation, the U.S. Army Corps of Engineers Sacramento District is using the sun to naturally clean up soil contaminated with gasoline at a former fueling station on the installation.

    Representatives from the Sacramento District attended a groundbreaking ceremony March 6, 2013, at the U.S. Army Garrison Camp Parks Reserve Training center in Dublin, Calif., to kick off the first construction phase of the largest Army Reserve Property Exchange Agreement in Department of Defense history.
