Public Notices

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the Sacramento District under the Regulatory Program are posted on this page. Once a public notice is available on-line, an email notification is sent to individuals on the appropriate mailing list.

Comments are due by the expiration date of the public notice.  Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

  • SPK-2016-00175, Wild Flower Mitigation Bank, Placer County, CA

    The U.S. Army Corps of Engineers, Sacramento District, (Corps) is evaluating a proposal to establish the Wild Flower Mitigation Bank, which would result in the preservation/establishment/rehabilitation/restoration of approximately 42 acres of aquatic habitat, including wetlands, in or adjacent to Yankee Slough, in the Upper Bear (HUC 18020126) watershed. The approximately 267-acre project site is located near Yankee Slough, at 4763 Commercial Place in the City of Sheridan, Section 24, Township 13 North, and Range 5 East, Latitude 38.9688039°, Longitude -121.371917°, Placer County, California, and can be seen on the CA-SHERIDAN USGS Topographic Quadrangle.

    The U.S. Army Corps of Engineers, Sacramento District, will hold a Utah Regulatory Program Workshop on the 2017 Nationwide Permits and other program updates on Tuesday, April 25, 2017, from 1 pm to 3:30 pm in the Auditorium (lower level) at the Davis County Library-South Branch, located at 725 South Main Street, Bountiful, Utah 84010. A webinar option will also be available upon email request.
  • Final Regional Conditions for the 2017 Nationwide Permits in Colorado

    On January 6, 2017, the U.S. Army Corps of Engineers (Corps) published the notice in the Federal Register announcing the reissuance of all 50 existing nationwide permits (NWPs), general conditions, and definitions with some modifications. The Corps also issued two new NWPs, one new general condition, and five new definitions. The 2017 NWPs will be effective on March 19, 2017, and expire on March 18, 2022. The Albuquerque, Sacramento, and Omaha Districts finalized regional conditions for the 2017 NWPs in the state of Colorado on March 19, 2017. The Colorado regional conditions provide additional protection for important aquatic resources in the state and ensure that NWPs authorize only those activities with minimal adverse effects on the aquatic environment.

    The Sacramento District has finalized Regional Conditions for the 2017 Nationwide Permits (NWPs) for the District boundaries of California, Nevada, and Utah. Response on the Sacramento District request for Section 401 Water Quality Certification has been received from the States of California, Nevada, and Utah, U.S. Environmental Protection Agency (USEPA) Region 9, USEPA Region 8, Navajo Nation Tribe, and Ute Mountain Ute Tribe. To facilitate submittal of information required for a complete pre-construction notification (PCN), the South Pacific Division (SPD) has prepared a PCN checklist, with Attachment 3 for compliance with the Sacramento District Regional Conditions for California, Nevada, and Utah.

    Miller Creek-M/R White River Ranch, LLC has applied for a permit to place dredged or fill material in approximately 0.193 acres of waters of the United States to construct an in-channel pond. The project site is located on West Miller Creek, approximately 12 miles southeast of the Town of Meeker, Colorado, within the SE ¼ NE ¼ of Section 14, Township 2 South, Range 93 West, Sixth Principal Meridian, Latitude 39.878346°, Longitude -107.794023°, Rio Blanco County, and can be seen on the CO-VEATCH GULCH USGS Topographic Quadrangle.
