The U.S. Army Corps of Engineers Sacramento District released its draft supplemental environmental assessment for construction of floodwalls north of the Napa River Oxbow Dry Bypass.
Construction of these features were initially not considered economically feasible during the Napa River Flood Control Project, but it was later determined this increment did meet the criteria for federal participation.
Work proposed in the environmental document includes construction of new floodwalls south of Lincoln Ave to the River Terrace Inn and north of Lincoln Ave to Elks Way, scour protection under the Lincoln Ave Bridge, and two short floodwall closures at the Dry Bypass to complete the existing floodwall there.
The document is available for a 30-day public review and comment period from May 22 to June 20, 2025.
The Napa River/Napa Creek Flood Protection Project was authorized for the purposes of flood control and recreation. Elements of the project are designed to help achieve a one-in-100 annual chance of flooding along a 6.9-mile stretch of the Napa River from State Route 29 at the Butler Bridge to approximately Trancas St, and along Napa Creek from its outfall to the Napa River, located about one mile upstream.
The draft environmental document can be found on the USACE Sacramento District web page at https://www.spk.usace.army.mil/Portals/12/documents/usace_project_public_notices/Napa_DraftSEA_wAppendices_May2025.pdf.
