Public Notices

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the Sacramento District under the Regulatory Program are posted on this page. Once a public notice is available on-line, an email notification is sent to individuals on the appropriate mailing list.

Comments are due by the expiration date of the public notice.  Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

  • SPK-2019-00598, Public Notice of Permit Application, Contra Costa County, CA

    Expiration date: 9/26/2019

    Bethel Island Municipal Improvement District has applied for a permit to place fill material and work in approximately 1.23 acres of waters of the United States to repair levee deficiencies, minimize seepage and reduce impacts to residents, and create/enhance waterside and landside habitat to support fish and wildlife at the location provided below. The approximately 311-acre project site is located at Latitude 38.041156755701°, Longitude -121.663079168947°, in Contra Costa County, California, and can be seen on the Jersey Island USGS Topographic Quadrangle.

  • Clean Water Act Final Rule Repealing the 2015 Clean Water Rule And Re-Codifying the Previous Definition of the “Waters of the U.S.”

    On September 12, 2019, the Environmental Protection Agency and Department of the Army (the agencies) signed a final rule to repeal the 2015 Clean Water Rule (2015 Rule) and re-codify the regulatory text defining "waters of the United States" (WOTUS) that existed prior to the 2015 Rule. This action will, when effective, provide regulatory certainty as to the definition of “waters of the United States” in light of ongoing litigation over the 2015 Rule. This final rule will be implemented in accordance with Supreme Court decisions, agency guidance, and longstanding practice.
  • Record of Decision for Projects within the Suncreek Specific Plan Area in the City of Rancho Cordova, Sacramento County, California

    U.S. Army Corps of Engineers, Sacramento District, (Corps) completed a Record of Decision (ROD) for seven projects within the Suncreek Specific Plan Area, consisting of: Backbone Infrastructure (SPK-2005-00888), Sierra Sunrise (SPK-2000-00414), Jaeger Ranch (SPK-2006-00602), Kamilos Project (SPK-2006-00603), Grantline 220 (SPK-2006-00604), Shalako Property (SPK-2006-00605), Smith Property (SPK-2008-00795) projects in the City of Rancho Cordova, Sacramento County, California in accordance with the National Environmental Policy Act.
  • SPK-1997-00732, Reissuance of Regional General Permit 3, Boat Docks and Associated Structures, Sacramento District Boundaries

    The U.S. Army Corps of Engineers, Sacramento District, (Corps) has issued Regional General Permit (RGP) 3 which installation, repair, modification, replacement, or removal of pile supported docks and floating docks, and their associated structures (e.g. access, decks, landings, gangway, ramp, stairs, etc.), that require a Department of the Army (DA) Permit prior to installation in navigable waters of the United States (U.S.) in California, Colorado, Nevada, and Utah.
