Public Notices

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the Sacramento District under the Regulatory Program are posted on this page. Once a public notice is available on-line, an email notification is sent to individuals on the appropriate mailing list.

Comments are due by the expiration date of the public notice.  Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

Comments Period: October 24, 2014 – January 24, 2014

SUBJECT: The Corps has extended the comment period for the DEIS for the River Islands at Lathrop Phase 2B project, San Joaquin County, California to January 23, 2015. Additionally, the date of the Public Meeting has been changed to January 8, 2015.

The U.S. Army Corps of Engineers, Sacramento District, (Corps) is evaluating a permit application for construction of a large scale commercial/residential development on Stewart Tract. The proposed project would result in impacts to approximately 30.22 acres of waters of the United States, including wetlands, in or adjacent to the San Joaquin River, Paradise Cut and Old River. This notice is to inform interested parties of: the publishing of the DEIS; the location, date and time of the public meeting; and to solicit comments on the proposed action.

Location: the project is located on approximately 4,900-acre of Stewart Tract in an un-surveyed portion of the Sacramento/San Joaquin Delta in Townships 1 & 2 South, Range 6 East, M.D.B&M., within the City of Lathrop, San Joaquin County, California.

DRAFT ENVIRONMENTAL IMPACT STATEMENT: The Corps has prepared a DEIS pursuant to the National Environmental Policy Act (NEPA) to analyze the direct, indirect and cumulative effects associated with the implementation of five (5) on-site land-use alternative scenarios for a large-scale, mixed-use development on approximately 4,900 acres on Stewart Tract. Pursuant to the NEPA, the U.S. Environmental Protection Agency (USEPA) published a notice in the Federal Register on October 24, 2014, (79 FR 63622), informing the public of the availability of the DEIS.

COMMENT PERIOD: The DEIS comment period has been extended for an additional 45 days and will end on January 23, 2015.

PUBLIC MEETING: A public meeting for the DEIS and proposed project, originally scheduled for December 4, 2014, will now be held on January 8, 2015, from 6:00 p.m. to 8:00 p.m. at Lathrop City Hall, 390 Towne Centre Drive, Lathrop, California 95330.

PERMIT APPLICATION: In addition to soliciting comments on the DEIS, the Corps is also soliciting comments on the pending permit application for the River Islands project as described in the October 24, 2014, Public Notice.

AUTHORITY: This application is being evaluated under Section 404 of the Clean Water Act for the discharge of dredged or fill material in waters of the United States, Section 10 of the Rivers and Harbors Act for the construction of structure in a navigable water of the United States and under Section 14 of the Rivers and Harbors Act, 33 USC 408, for alteration of a U.S. Army Corps of Engineers civil works project.
