Public Notices

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought. Soliciting comments and information necessary to evaluate the probable impacts on the public interest. Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the Sacramento District under the Regulatory Program are posted on this page. Once a public notice is available on-line, an email notification is sent to individuals on the appropriate mailing list.

Comments are due by the expiration date of the public notice.  Only comments submitted by email or in hard copy format through a delivery service, such as the U.S. Postal Service, can be accepted.   Comments must be submitted to the address listed in the public notice.

SUBJECT: The purpose of this Public Notice is to inform the general public that the District Commander of the Sacrament District, U.S. Army Corps of Engineers (“Corps”) has decided to accept and expend funds contributed by California Department of Water Resources under Section 214 of the Water Resources Development Act of 2000 for priority evaluation of their Bay Delta Conservation Plan Department of the Army permit applications and processes, subject to the limitations specified below.

A series of procedural safeguards has been adopted to ensure that use of the funds will not impact impartial decision-making. These include:

a. All final permit decisions where these funds are used must be reviewed at least by one level above the decision maker, unless the decision maker is the District Commander. For example, if the decision maker is the California North Branch Chief, then the reviewer would be the Regulatory Division Chief.

b. All final permit decisions where these funds are used will be made available on the Sacramento District website.

c. The Corps will not eliminate any procedures or decisions that would otherwise be required for that type of project and permit application under consideration.

d. The Corps will comply with all applicable laws and regulations.

e. Funds will only be expended to provide priority review of the participating non-federal entity’s permit applications and processes.
