The District Engineers for Albuquerque, Omaha, and Sacramento Districts of the U.S. Army Corps of Engineers will hold a Regulatory Workshop as described above. The COMP and CSQT are being considered for statewide application. The COMP and CSQT are currently applicable to certain projects requiring permits under Section 404 of the Clean Water Act within the Albuquerque and Omaha Districts in Colorado. The Sacramento District is considering adopting, modifying, or terminating the use of COMP and CSQT in Western Colorado, and input is being solicited through a public comment period.
The COMP is a short document that describes regulatory requirements for the use of stream and wetland functional assessments and describes methods to address mitigation within the framework of the Regulatory Program. The CSQT is a functional assessment method for stream impact and mitigation sites. The CSQT consists of a spreadsheet tool, a user manual, and a scientific support document. Both the COMP and CSQT are available below.

The purpose of this free workshop is to provide the public with information about the COMP, CSQT, and associated effects to U.S. Army Corps of Engineer permit requirements and program execution in Colorado. This free workshop is open to all interested parties, including the regulated public, consultants, environmental organizations as well as federal, state, and local agencies.
There is no charge for the workshop but space is limited. Participation by call in/webinar is also an option.
