SACRAMENTO, Calif. -- The U.S. Army Corps of Engineers Sacramento District has released a draft environmental assessment outlining phase two of the Tule River Spillway Enlargement Project at Success Lake in Tulare County.
The project includes constructing a 10-foot-high concrete Ogee Weir across the dam’s emergency spillway, relocating or protecting-in-place several structures and supporting utilities at both Rocky Hill and Tule Recreational Areas, and relocating several distribution power poles, including replacing 15 transmission towers and 11,800 feet of power lines.
Construction of the Ogee Weir will increase the gross pool elevation of the reservoir by 10 feet, allowing for greater storage capacity and flood risk management for downstream communities. The gross pool elevation represents the highest water level in the reservoir.

Success Lake and Schafer Dam, which was constructed by the Corps in 1961, are operated by USACE for flood control and storage of irrigation water. Recreational facilities at the lake were added after the dam was completed. The dam is located on the Tule River about 6 miles east of the City of Porterville.
