Corps awards $19.46M contract for Hill AFB fuel distribution system, pump house

The U.S. Army Corps of Engineers Sacramento District awarded a $19.46 million construction contract March 29 to CTI Construction of Ogden, to replace an aging petroleum, oil and lubricants facility at Hill Air Force Base. CTI Construction is expected to break ground this spring and complete the project in 2021.

“This is a huge improvement for the base,” said Heath Kirkwood, the Sacramento District project manager overseeing acquisition and design review for the improvements. “The current system was built during the 1940s, so not only will it double the size of the facility, it will provide improved safety and efficiency.”

The contract includes demolition of the existing facility and fuel lines, and construction of a new pump house that will support two 800-gallon-per-minute (gpm) fuel transfer pumps and four 600-gpm pumps for loading and unloading fuel to and from trucks. In addition to those improved capabilities, the larger, modern system will include leak detection and corrosion protection for underground piping sections at the Air Force's second largest base by population and geographical size.

Four new truck stands with a canopy and loading arms will provide a safer environment for fuel transfer and significant efficiency improvements that will facilitate increased mission readiness for the base’s flying units. In addition to the active-duty 388th Fighter Wing and reserve 419th Fighter Wing , which fly the F-35 Lightning II, Hill is also home to the Ogden Air Logistics Complex that supports the F-35, F-16, F-22 Raptor and A-10 Thunderbolt.

The U.S. Army Corps of Engineers Sacramento District provides planning, engineering, project management, environmental restoration and construction services to military and civilian customers in parts of eight western states, including California, Nevada, Utah, Arizona, Colorado, Idaho, Oregon and Wyoming.
