Contract awards come fast and furious as fiscal year 2016 wraps up

The U.S. Army Corps of Engineers Sacramento District moved into high gear, awarding 179 contracts worth more than $122 million in September to close out the fiscal year. Overall in FY 2016, the Sacramento District awarded 849 actions worth more than $404 million, including $258.5 million for military construction projects.

Corps awards $5.6 million contract for Hill Air Force Base flight simulator

The U.S. Army Corps of Engineers Sacramento District awarded a $5.6 million construction contract on August 24 to small business Provo Wasatch JV, LLC of Orem, Utah, for the second phase of construction of an F-35 Flight Simulator at Hill Air Force Base.

Army Corps awards $3.2 million for MOTCO engineering, maintenance shop

The U.S. Army Corps of Engineers Sacramento District awarded a $3.2 million contract Sept. 18 to Federal Solutions Group, Inc. of Dublin to construct an engineering and housing maintenance shop at Military Ocean Terminal Concord, better known as MOTCO.

Army Corps awards $32.9 million contract for new Defense Logistics Agency distribution center

The U.S. Army Corps of Engineers Sacramento District awarded a $32.9 million contract Sept. 5 to Gilbane Federal of Walnut Creek to build a general purpose warehouse for the Defense Logistics Agency at the Defense Distribution Depot in Tracy.

Background:

1. In 1932, Marin County, California donated land to the federal government for the building of Hamilton Air Force Base. The base was completed in 1934.
2. Hamilton Air Force Base was closed by the U.S. Air Force in 1974. The base was subsequently used by the U.S. Army Reserve, the U.S. Navy and Coastguard, all of whom departed in the late 1980’s.
3. The Formerly Used Defense Site of the Sacramento District installed a landfill at Hamilton in 1978 and closed it in 1995 with an impervious cap. The landfill contains petroleum products, industrial wastes, lumber and household wastes. The lack of ventilation for the landfill led to the build-up of methane gases, which threatened new housing near the landfill. In 2002, the Sacramento District installed venting mechanisms for the landfill, which ameliorated the methane problem.
4. In 2002, the Sacramento team discovered volatile organic compounds from the landfill. Analysis found small amounts of pesticides, solvents and metals. Results of a Human Health Risk Assessment from CH2MHill and review by the California Department of Toxic Substance Control found that the small quantities of the compounds were not a threat to human health.
5. The San Francisco District has a project at Hamilton restoring wetlands where runways used to be.

Current Work being conducted:

1. Clean-up work on the 269-acre north antenna field includes removing: remnants of clay pigeons used in a skeet range; concrete debris; small amounts of lead from a small arms range, polycyclic hydrocarbons (residue from burning wood, oil and garbage) and dioxins (residue from incinerators).
2. Soil will be tested and divided into two categories:

  • Contaminated soil, which will be placed in a pile for evacuation to an authorized landfill. Until evacuated, it will be stored in piles that have been stabilized with vegetation, so that the soil doesn’t blow into nearby neighborhoods.

  • Soil that is below state contamination levels. This soil will be reused to establish a levee for nearby Bel Marin Keys.

3. Homeowners living along the evacuation route (Todd’s Road) are concerned about noise and dust. An alternate route will be used for most of the evacuation. Trucks passing by Todd’s Road will obey strict convoy rules: tarpaulins over the dirt in the trucks, low convoy speeds, sprinkling of water on the street to keep the dust down and grouping the trucks together. All trucks will bear Formerly Used Defense Site signs.
4. The project is scheduled for completion in the fall of 2011.
