SACRAMENTO, Calif. -- SACRAMENTO, Calif. — The U.S. Army Corps of Engineers (USACE), Sacramento District, has completed the Feasibility Study for groundwater contamination at the Former Titan 1-A Missile Site near Lincoln, California.
The study evaluates and compares potential cleanup alternatives to address contamination resulting from historical missile operations conducted at the site between 1959 and 1968. The Feasibility Study is a key step in the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process and helps inform future cleanup decisions.
The alternatives evaluated range from no action to various groundwater treatment approaches using chemical and biological processes, as well as more aggressive excavation and treatment methods. Each alternative was assessed using CERCLA remedy selection criteria, including protectiveness, regulatory compliance, long-term effectiveness, implementability, and cost.
"The completion of the Feasibility Study marks an important milestone in the environmental restoration process at the Former Titan 1-A Missile Site," said Matt Marlatt. "This study provides a thorough evaluation of potential cleanup approaches and helps lay the foundation for future remedy selection."
The Feasibility Study does not select a cleanup remedy. Instead, it evaluates the strengths and limitations of each alternative to support development of a Proposed Plan, which will identify a preferred cleanup approach.
To help community members better understand the study and its findings, USACE has released a new Feasibility Study Factsheet summarizing the cleanup alternatives, estimated costs and durations, and the next steps in the CERCLA process.
USACE anticipates releasing a Proposed Plan in 2027. At that time, the public will have an opportunity to review the preferred alternative, attend a public meeting, and submit comments before a final remedy is selected and documented in a Record of Decision.
Environmental investigations at the Former Titan 1-A Missile Site have been ongoing for decades. A Remedial Investigation completed in 2025 identified groundwater contamination, including trichloroethene (TCE), and determined that groundwater and soil vapor could pose unacceptable health risks in the future if left unaddressed.
USACE remains committed to working with regulators, local stakeholders, community members, and the Titan 1-A Restoration Advisory Board throughout the cleanup process.
