U.S. Army Corps of Engineers Sacramento District representatives recently conducted their final “punch list” walk” for a new Engineering & Logistics Building at the VA campus in Stockton, CA. 

The “punch list” walk marks one of the last major milestones before substantial completion. Representatives from USACE, Department of Veterans Affairs, the general contractor, and key subcontractors toured the facility Feb. 24 to identify any deficiencies and verify that construction aligns with contract specifications. 

The ELB is designed to support engineering and logistics operations and will enhance mission readiness by providing modernized workspaces, storage, and support functions for the Community Based Outpatient Clinic and other facilities on the VA campus.  

During the walkthrough, the team reviewed architectural congruity, mechanical and electrical systems, life-safety components such as fire and water, exterior site work, and overall quality of the work. 

Most issues identified were items like minor paint touch-ups, ceiling tile alignment, hardware adjustments and other quick-fix items. All major building systems are installed and operational, with final testing, balancing, and closeout documentation underway. 

“The ‘punch list’ walk reflects the collaborative effort between USACE, VA stakeholders, and the prime contractor, Overwatch Amoroso,” said project engineer Servesh Deswal. “We’re in the final stretch, and the quality of work we’re seeing demonstrates the team’s commitment to delivering a facility that will serve Veterans for many years to come.” 

To wrap things up, completion of identified punch list items, submission of final as-built drawings and O&M manuals, and scheduling of the follow-up verification walk. Substantial completion will be declared once the corrective actions are finalized. 

The Engineering & Logistics Building represents another successful partnership between USACE and the VA, reinforcing continued investment in infrastructure that supports Veterans and those who serve them. 

Occupancy of the building is tentatively scheduled to begin in April.
