PROJECT DESCRIPTION

The Sacramento District is evaluating two permit applications from the California High Speed Rail Authority to build sections of the rail system from Merced to Fresno and Fresno to Bakersfield. The draft environmental impact statement was issued Aug. 9 by the Federal Railroad Administration, the lead federal agency on the project. The DEIS is one step in a cooperative multi-agency review of the project’s environmental impacts. The Sacramento District is one of three Corps districts involved in the federal-level environmental review and is the first to review the DEIS. Four permits will be required from the Sacramento District for sections of the rail system in their area of responsibility. Additional permits will be required from the Corps’ San Francisco District and Los Angeles District.

According to the DEIS, both sections of the project in the Sacramento District’s jurisdiction result in impacts to approximately 93-109 acres of U.S. waters, including 14-25 acres of wetlands. The Corps’ role is to evaluate the rail authority’s plan to minimize or avoid impacts to aquatic resources and solicit comments from interested parties Aug. 15 to Sept. 28.The Corps will make its final permit decision after the final environmental impact statement is issued. The FEIS is anticipated in early 2012. A permit may be issued if all potential impacts to endangered species, historic properties, water quality and general environmental effects are identified, mitigated and the least-environmentally-damaging practicable alternative is selected.
